This endpoint is deliberately **not** volume-ranked; only `GET /sub_categories` orders leagues by trading volume, so the two can legitimately disagree on league order. The response carries no top-level `sub_categories`. The payload is cached, so live availability (`active`, `filters`) is read from `GET /sub_categories`, which computes both per request. `included.sub_categories` is the identity-only index of the leagues the included events, teams and entities belong to.
